William E. Skinner, 84, of Effingham, IL, formerly of Tuscola, IL, died on Friday December 22, 2006 at his daughter’s home in Greer, SC. Graveside Services will be held at 1:00 P.M., Saturday, December 30, 2006 at the Tuscola Township Cemetery, Tuscola, IL. No visitation will be held. Hilligoss Shrader Funeral Home, 705 South Main Street, Tuscola, IL is handling the arrangements. Mr. Skinner was born May 1, 1922 in Sidell, IL the son of Elmer S. and Olive A. Ayers Skinner. He married Helen Flesor in Tuscola, IL on January 15, 1947. Surviving are his wife: Helen of Effingham, IL; 1 Son: Gregory Gus Skinner of Waterloo, IL; 1 Daughter: Esther Louise Boyer and husband: Brad of Greer, SC; and 2 Grandchildren: Jamie M. Skinner and Brian W. Skinner of Waterloo, IL. He was preceded in death by his Parents and Granddaughter: Stacey M. Skinner. He was employed as a candy maker for Gus Flesor and Company for 19 years. He was formerly employed by Champion Federal in Champaign and Charleston. Bill was a member of the First Presbyterian Church of Effingham, Tuscola Masonic Lodge #332, Royal Arch Masons #66 and Militia Commandery #27.
